CREG, the federal energy regulator, needed an application, in the context of new government measures on energy prices, through which suppliers could declare their installations and the standard tariffs could be calculated.

The measures required calculating a windfall profits tax, based on a declaration from the producers involved. No channel for this existed yet. Suppliers needed to be able to declare their installations, and CREG needed to review, complete and recalculate those declarations, with a tight audit trail of every change.

A Xylos team of five consultants built a portal on Microsoft Power Pages. Suppliers declare their installations there and, through data entry, have the correct tariffs calculated. The application pulls data from the underlying systems via SSIS, on top of a custom-built data model in SQL Server.

On top of that, Power Apps were built that let CREG review the declarations, request additional information from the parties who submitted them, and make changes to the original input — all with logging, so every previous value can still be retrieved.

CREG now has a working declaration and calculation channel for a measure that had to be up and running on short notice.

The solution relies on standard Power Platform components. That keeps management and further expansion feasible within CREG's own organization.
